of MTS Technologies, Inc. (MTS), has over
30 years of professional experience in commercial and government
industries. Since its start in 1991, Mr. Perkins has successfully

to a growing, technology-focused industry leader. MTS
ranked on the Black Enterprise Magazine’s BE Top 100s list
in 2004, 2005, and 2007. MTS has received many
accolades, awards, and recognition from top government officials
and other leaders attesting to its success and the level
of service the Firm provides.
As the CEO of MTS, Mr. Perkins is the senior executive
responsible for oversight of the operations, business development,
administrative, and financial management of the Firm, as
well as directs marketing and business strategy development
efforts.
He is a graduate of the University of Pittsburgh and has
a Masters Degree from Pepperdine University. Prior to founding
MTS, Mr. Perkins served in executive, management,
and board positions at Dual & Associates and Booz Allen
& Hamilton. He has also served as a commissioned officer
in the United States Marine Corps, retiring with the rank
of Major in 2000.
Mr. Perkins has always possessed an entrepreneurial spirit, running his own shoe shine business at the age of 12, and then a carwash. Since his childhood in Johnstown, PA, it was inevitable that he would start his own major corporation.
Mr. Perkins is active in civic and professional organizations.
He is the founder of The
Challenge Program, a non-profit organization designed
to build a bridge between students in high school and the
business community. The program provides incentives to students
for successes they achieve while in school and develops
relationships between the students and local business leaders.
Established in 2003, the organization started as a pilot
program in just one school; now there are currently over
100 schools involved. The Challenge Program has had a measurable
affect on students by renewing their focus on achieving
higher grades and improving attendance as well as increasing
community service.
